INTRODUCTION

It is the policy of this Corporation to establish and maintain an effective accident prevention and safety program at every project site.

Safety education of all workers (from superintendents down through all journeymen and apprentices) in the recognition and avoidance of unsafe working conditions and practices shall be conducted throughout all phases of the work performed by all on-site contractors. All practical steps shall be taken to maintain safe, healthful places of work for our workers. Approved protective equipment shall provide their workers with all necessary personal protective equipment, at work locations requiring such equipment.

RESPONSIBILITY & PLANNING

The project superintendent/supervisor is assigned the prime responsibility for the application and enforcement of the overall accident prevention and safety program on the project.

Prior to the start of each major phase of work, we shall review construction schedules and prepare a job hazard analysis which will include major and minor hazards, as well as commonly recurring safety deficiencies that might possibly be encountered for that operation.

CLOTHING & PROTECTIVE EQUIPMENT

Workers shall wear serviceable and suitable clothing and gloves when required. Finger rings should not be worn while working. The use of safety shoes is strongly recommended. Canvas shoes or tennis shoes are strictly forbidden. Boots shall be substantially made with good soles and kept in good condition. Clothing shall be snug fitting to offer as little as possible to catch on projections. Pants with cuffs will be discouraged. Shirts shall be worn at all times.

Hard-hats shall be worn at all times. Other protective equipment will be furnished by each contractor when required, such as goggles, life jackets, special foot protection and safety belts. Each worker shall be instructed in the proper use of such equipment.

SAFETY MEETINGS

The following three types of safety meetings will be held throughout the life of the project.

1. Tool-box safety meetings: Each supervisor/superintendent will be required to conduct a tool-box safety meeting with their employees at least once a week. All workers shall be required to attend these meetings. A new subject will be provided each week by the Director of Safety; however, do not limit the discussion to just this item.

2. Superintendent's regular safety meeting: Each superintendent shall hold a safety meeting with all foremen and supervisors at least once a month. Work schedules and coordination may be made a part of this meeting, but safety will be the prime consideration.

3. Subcontractor's meeting: Subcontractor representatives shall attend safety meetings conducted by the project manager at least monthly to discuss safety-related matters in the work scheduled for the next month.

SAFETY PROMOTION

Each project shall have a bulletin board where safety posters and other required safety information shall be posted. Such information shall be kept up-to-date and maintained in good, readable condition. A number of safety signs and posters shall be displayed on the project where all employees can see and read them. Such posters shall be maintained in good repair and shall be changed periodically throughout the contract. Warning signs shall be posted in appropriate areas.

FIRST AID

The individual craft foreman will be responsible for seeing that any employee under his supervision, who sustains an injury, shall report it and have it treated. If additional treatment beyond first aid at the job-site is required, employees will be sent to a physician.

REPORTING ACCIDENTS

The proper reporting and investigation of accidents are a necessary part of this safety program. Determining causes of accidents generally indicates means which will prevent recurrence of similar accidents. Employees shall report all injuries immediately, no matter how trivial they appear. All accidents shall be investigated immediately by the injured worker's supervisor or foreman, to determine the cause and, where possible, corrective action shall be taken immediately to prevent recurrence of a similar injury. Employees shall be encouraged to report "near misses" and the foreman shall investigate any near miss in the same manner as if it were an injury accident.

INSPECTION

Workers shall be instructed in the proper use of hand tools and personal protective equipment required for their work and shall be expected to make a daily inspection of such tools and equipment before putting them to use. Defective tools or protective equipment shall be tagged as defective and removed from service immediately.

The superintendent shall make a general safety inspection of the project weekly, and shall take appropriate measures to assure compliance with the safety program. The superintendent may delegate another top supervisory person to conduct such inspections, but this will in no manner detract from the ultimate responsibility of the superintendent for correcting any unsafe practices or conditions found during such inspections.

SUBCONTRACTORS

Prior to starting work on any project, each subcontractor shall meet with the superintendent for the purpose of discussing safety-related matters. At the meeting, the superintendent should make clear to the subcontractor what their safety responsibilities are on the project, and whatever safety services will be provided by the company.

Prevention of accidents to employees of any subcontractor is the prime responsibility of that subcontractor. All subcontractors shall be required to conduct their work within the framework of this safety program.

ENFORCEMENT

Any employee who willfully and flagrantly violates safety regulations will be discharged immediately.

GENERAL REGULATIONS

A continuous housekeeping program will be maintained to prevent stumbling and falling hazards and to prevent excess trash from becoming a fire hazard. Definite storage areas for materials, tools, and supplies will be maintained and used. Rubbish and waste materials will be removed promptly from the area of operations. Scaffolds, walkways and stairs shall be kept clear of scrap lumber and other debris.

Only safety approved containers will be used to dispense flammable liquids.

Sufficient fire protection equipment, such as extinguishers for all classes of fires will be provided on the project. All key employees will be instructed as to the location, proper use and purpose of all fire protective equipment. Fire protection equipment shall be inspected regularly, and defective equipment shall be replaced immediately.

Fresh, pure drinking water, obtained from approved sources, shall be dispensed in insulated portable water cans, which will be cleaned and disinfected regularly. Paper cups shall be provided for the worker's use and receptacles for used paper cups shall be provided.

Portable chemical toilets will be provided and kept in sanitary condition at all times.
